STOP aux violences sexuelles faites aux femmes et aux jeunes filles, c’est le message lancé aux FARDC et aux civils par le personnel militaire féminin et les femmes de la société civile à l’issue de l’atelier de sensibilisation sur le rôle des femmes pour arrêter les violences qui leur sont faites ainsi que le rôle de l’armée pour la protection de civils tenu ce vendredi 08 mars 2013 à Minova.
Cette journée de sensibilisation qui a réuni près de 100 participants s’inscrit dans le cadre des activités des FARDC visant à créer, rétablir et améliorer les rapports entre les militaires et la population civile des zones de Minova et Bweremana, ainsi que la population des Nord et Sud Kivu en général.

The Council welcomed the work of EUSEC RD Congo and stressed that defence reform and
good governance in the defence field remain key factors in creating conditions for lasting
stability and development in the country.
The Council underlined the importance of EUSEC RD Congo's key tasks of providing advice
and assistance for defence reform with the aim of implementing the Congolese revised reform
plan for the Congolese Armed Forces (FARDC) and to translate it into concrete actions. The
Council highlighted the importance of political commitment and coordination by the
Congolese authorities to take the reform process forward, and the role of the UN, in close
cooperation with the Congolese authorities, on SSR.
The Council welcomed the end of the census process for the CNDP at the end of November
2009. It emphasised the need to continue work on integrating all former armed groups.
The Council underlined the importance of local Congolese ownership in the first instance and
the overall EU engagement in DRC in preventing and addressing human rights violations; in
the fight against sexual violence and in addressing children affected by armed conflict.

The Council welcomed the work of EUSEC RD Congo and stressed that defence reform and good governance in the defence field remain key factors in creating conditions for lasting stability and development in the country. On the basis of a strategic overview, the mandate of EUSEC RD Congo was revised and extended until 30 September 2010.
The Council underlined the importance of EUSEC RD Congo's key tasks of providing advice and assistance for defence reform with the aim of implementing the Congolese revised reform plan for the Congolese Armed Forces (FARDC) and to translate it into concrete actions. The Council highlighted the importance of political commitment by the Congolese authorities to take the reform process forward and encouraged the establishment of a coordination mechanism for defence reform under Congolese ownership, with appropriate support from EUSEC.
The Council welcomed the progress in the integration of former armed groups, including CNDP. This integration, including cooperation in the chain of payments, remains a key short term priority in the defence reform process.
The Council underlined the importance of EU action in DRC in contributing to the prevention and addressing of human rights violations and therefore welcomed the increased focus of EUSEC RD Congo in supporting efforts to address impunity for crimes, particularly sexual and gender-based violence, committed by the security forces and the use of child soldiers.

Restoration of governance in general and defence reform in particular remain central factors in creating lasting conditions for stability in DRC. To contribute towards that goal, EUSEC´s continued cooperation with the DRC Government and close coordination of EUSEC with EUPOL RD Congo, the Community activities and Member States' bilateral activities, as well as with the UN and other relevant international actors are of great importance.
The Council underlined the importance of EUSEC's key tasks of providing advice and assistance for security sector reform with the aim of contributing to the Congolese efforts to restructure and reform the Congolese army, including through contributing with specific EUSEC expertise to the integration of CNDP and other armed groups, and via a number of practical activities. Launched in December 2005, the 'chain of payment' project has now at the request of the Congolese authorities been extended to all army personnel. On 29 December 2008, EUSEC RDC completed the census of the FARDC. By this date, approximately 130.000 military personnel were identified. EUSEC will continue to assist in the organisation of FARDC administration.
To complement in a coherent manner its primary advisory role in the reform of the army, EUSEC implements or supervises projects in areas such as Gender, Human Rights, Health and Infrastructure, financed or initiated by Member States and/or the EC. The Council underlined that these projects currently play a determining role in increasing the visibility and the credibility of actions undertaken at the strategic level.

The Council expressed its grave concern at the serious developments which have recently occurred in the east of the Democratic Republic of the Congo (DRC). With respect to Security Sector Reform (SSR), the Council reaffirmed the need to continue the efforts undertaken in support of the local authorities.
The extension of the EUSEC RD Congo Mission by one year, until 30 June 2009, is witness to the European Union's ongoing commitment to supporting SSR in the field of defence and to the stabilisation of the Great Lakes Region. In addition, the EUSEC RD Congo Mission has continued to provide support to the EU Special Representative.
