Employment, Social Policy, Health and Consumer Affairs Council, 23/10/2017

Council of the EU

Agenda highlights

Posting of workers

The Council aims to reach a general approach on the posting of workers directive.

For over a year and a half, member states have debated various aspects concerning posting, such as:

  • the rights of posted workers
  • remuneration
  • fraud and abuses
  • long-term posting

Posted workers are employees sent by their employer to carry out a temporary service in another EU member state.

Coordination of social security systems

Ministers are expected to reach a partial general approach on the coordination of social security systems regulation. This concerns the chapters on access of economically non-active citizens to social assistance and on applicable legislation.

European Pillar of Social Rights

The Council will be called on to approve a proposal for an interinstitutional proclamation on the European Pillar of Social Rights.

First outlined by the European Commission in March 2016, this initiative proposes to deliver new and more effective rights to European citizens. It looks at three main areas:

  • equal opportunities and access to the labour market
  • fair working conditions
  • social protection and inclusion.

European Semester

The ministers are due to endorse the main messages of the Employment and Social Protection Committees.
