Financial framework 2014-2020 to be discussed at the European Council

The EU's new Multiannual Financial Framework (MFF) will be one of the topics to be discussed by the heads of state and government on 28 and 29 June 2012. This first debate on the substance of this issue at leaders' level was prepared by the General Affairs Council on 26 June.

"The meeting confirmed that we now have the solid foundations for final negotiations, which was the job we were asked to do," said Danish Minister for European Affairs Nicolai Wammen, who chaired the last Council meeting dealing with the MFF during the Danish Presidency. "There was also a very clear commitment from the incoming Cyprus Presidency that the work done by the Danish Presidency will be their point of departure for the future."

The discussions held by the Council over the spring have been based on a "negotiating box", a document outlining key issues and options, drafted and constantly updated by the Danish Presidency. So far, it only contains a small number of figures in square brackets, as most figures will be added later in the negotiation process. The latest version of the "box" will now be presented to the European Council for further guidance.

 

In order to streamline the forthcoming summit debate, the President of the European Council has sent the delegations two questions:

  • How can the different policies in the new MFF best contribute to the creation of growth and jobs and enhance the quality of EU spending?
  • How should we prioritise spending among the different policy areas and better align it with the Europe  2020 strategy?

 

Next steps in the MFF negotiations:

  • 28-29 June 2012: The European Council will discuss the negotiating box.
  • 2nd half of 2012: Negotiations will continue under the Cyprus Presidency.
  • End 2012: Planned finalisation of the negotiations.
