Main results

The third meeting of the European Political Community brought together leaders from across the continent in Granada, Spain.

Building on the work of the previous meetings of the European Political Community, the leaders discussed how to make Europe more resilient, prosperous and geostrategic.

COVID-19, climate change, energy security, cyber and hybrid threats, and on top of this, Russia’s war against Ukraine. These challenges are too large for one nation to tackle alone. The meeting of the European Political Community took place ahead of the informal meeting of the European Council.

Participants

44 heads of state and government took part in this third meeting of the European Political Community, from:

  • EU member states
  • Albania
  • Andorra
  • Armenia
  • Bosnia and Herzegovina
  • Georgia
  • Iceland
  • Kosovo*
  • Liechtenstein
  • Moldova
  • Monaco
  • Montenegro
  • North Macedonia
  • Norway
  • San Marino
  • Serbia
  • Switzerland
  • Ukraine
  • United Kingdom

The President of the European Council, the President of the European Commission, the President of the European Parliament, and the High Representative of the European Union for Foreign Affairs and Security Policy also joined the meeting.

The European Political Community

The European Political Community aims to

  • foster political dialogue and cooperation to address issues of common interest
  • strengthen the security, stability and prosperity of the European continent

This platform for political coordination does not replace any existing organisation, structure or process, and does not aim to create new ones at this stage.

So far, the European Political Community has met twice. At the first meeting in October 2022, leaders mainly discussed peace and security issues, especially Russia's war in Ukraine, and the energy crisis. At the following meeting in June 2023, they discussed joint efforts for peace and security, energy resilience and connectivity and mobility in Europe.

The next European Political Community meeting will take place in the United Kingdom.

Meeting with the Prime Minister of Armenia

In the margins of the meeting, President of the European Council Charles Michel, Chancellor of Germany Olaf Scholz and President of the French Republic Emmanuel Macron met with Prime Minister of Armenia Nikol Pashinyan.

The President of the European Council, the Chancellor of Germany and the President of France underlined their unwavering support for the independence, sovereignty, territorial integrity and inviolability of the borders of Armenia.

The leaders also:

  • expressed their support for the strengthening of EU-Armenia relations
  • agreed on the need to provide additional humanitarian assistance to Armenia
  • remain committed to all efforts directed towards the normalisation of relations between Armenia and Azerbaijan

The European leaders called on Armenia and Azerbaijan to release all detainees, and to cooperate in addressing the fate of missing persons.
