The Council Library is on-line

The coronavirus pandemic has forced the Council Library to slow down certain activities and to postpone onsite meetings and training courses. We have also had to close our reading room and to stop lending print books. This is the case for many libraries across Europe.

However, for many colleagues, teleworking may be an opportunity to enhance their professional knowledge and current awareness by reading more books and articles. Our e-books, e-journals, e-articles and on-line databases are just a click away, even when teleworking.

If you are working from home during the COVID-19 lockdown, the Council Library provides many tools to help you. Please note that access to certain subscribed resources is limited to Council staff and subscribing institutions. However, non-Council readers can still browse Eureka and use the open access resources listed.

This is the gateway to the information resources and knowledge base of the Council libraries. In Eureka, you will find numerous online articles, e-newspapers, e-journals, and around 200 databases on law and geopolitics, as well as country reports and online dictionaries.

These include: PoliticoPro, The Economist, European Union Politics, European Foreign Affairs Review, Contexte, Foreign Affairs, Oxford Analytica, IHS Connect.

In Eureka, you will also find the full text of all think tank papers included in the Think Tank Review, our monthly review of over 300 of the world's leading think tanks.

Eureka is accessible via our webpage or through any search engine. To access some of the subscribed resources you must be logged in to the teleworking environment. 

  • Newspapers 

PressReader – a digital newsstand that gives access to over 7000 newspapers from around the globe, in over 60 languages. We also provide online access to The New York Times, Le Monde and Frankfurter Allgemeine Zeitung.

This is the platform for accessing e-books from the Council Library. Thousands of e-books on a range of subjects, including professional development, are available on request. Once registered and signed in to the platform, its contents can be accessed from outside the Council network, on any device. Access is limited to Council staff  and member state delegates.

If you don't have time to read books cover to cover, this platform allows you to read and listen to short book abstracts online. Each five pages can be read it in less than 10 minutes; this is just the right length for conveying the book's key ideas. The summaries are logically structured so that you get the maximum out of your reading time. You need to create an account on the platform in the teleworking environment to use this. 

While teleworking, you can bring your search skills up to a higher level. The Library has produced several online guides to help you master searching in Eureka. The material is available in both French and English.
