Think Tank Review - May 2024
EU politics and institutions
Analysing the forecasts and prospects of the June European Parliament election, reports note that a quarter of the seats might go to nationalistic, radical right-wing lawmakers. They add, nevertheless, radical right-wingers would need to win, on average, 72% of the seats in the EP to be able to completely control vote outcomes on their own, due to their lack of real influence on legislation. Building resilience against election influence operations is another key topic. The process of Ukraine's accession to the EU is also commented on given that it started in the unprecedented circumstances of a full-scale war and associated damages and human losses. The accession process will likely overlap with Ukraine's reconstruction after the war, increasing the EU's influence in terms of fostering the institutional development of Ukraine, and providing strong incentives for Ukraine to move towards compliance with the accession criteria.

Digital aspects of the EU Single Market are commented on, with emphasis given to reviewing progress (and lack of progress) so far; the Single Market is essential both for internal cohesion and for the EU’s global competitiveness. Given the political significance of this European election year, studies provide a retrospective assessment of the state of Social Europe over the past two decades. The most important embodiment of social development is undoubtedly the European Pillar of Social Rights of 2017, which paved the way for both legislative and policy initiatives. Reports analyse the implementation of EU provisions for clean energy transition in selected member states, in particular whether the relevant provisions have been implemented at all, completely, and on time. Publications look at policy issues impacting the EU’s current regular migration policy especially how third country nationals can move to and stay in the EU through legal channels.

Europe's growing concern about defence issues is another topic featured in reports, several viewing NATO as the only real option in the context of increasing global geopolitical tensions. The war in Ukraine has exposed the inability of the European defence technological and industrial base to make available, in time and volume, a sufficient flow of defence material. To kickstart faster EU-wide production, the Commission has put forward a European defence industrial strategy that calls for member states to invest “more, better, together, and European” when procuring military capabilities. As NATO celebrates its 75th birthday, papers note that whilst the defence alliance is in difficult waters, it does offer protection to new members. With China extending its influence in many parts of the world and the possible outcome of the US elections, publications find that insecurity and uncertainty have become dominant feelings in many capitals. In this context, they wonder if the EU-political authorities should take note of the potential benefits of closer relations with a more ambitious India.

Global affairs
The north American hope, after the Cold War, to reduce its military presence around the world, faded in the face of the challenge that the revived Asian power, China, poses to Washington. According to think tank papers, the difficulties in the Chinese economy, the persistent tensions with neighbouring countries and with American naval formations, and the ever-present question of the incorporation of Taiwan to the map of China, are all cause for concern. The final state of the reconfiguration of international relations in its transition from Western-style multilateralism to an asymmetric multipolar order will depend on how the two superpowers resolve their rivalry. Publications describe how economic globalization exploded under the newer floating exchange rate arrangements, precisely after the unraveling of the Bretton Woods system in1973, and how the global financial crisis years 2008-09 appear under various metrics to be a watershed for global economic integration. Finally, papers note that tripling global installed renewable energy capacity by 2030 is a critical milestone in the energy transition. They call on governments to send clear signals on ambitious national renewable goals and plan their delivery.
