Joint statement by the President of the European Council, the President of the European Commission and the President of the European Parliament on the three year anniversary of Russia’s full-scale illegal war of aggression against Ukraine.

The Council adopted a 16th package of economic and individual restrictive measures designed to target vital sectors of the Russian economy, further weakening the regime’s ability to wage its illegal, unprovoked and unjustified war of aggression against Ukraine.

At the 1st plenary session 2025 of the European Committee of the Regions, the President of the European Council, António Costa, emphasized the crucial role of local and regional governments in shaping the future of Europe and its citizens. He called for a united effort to strengthen Europe’s defence, security, and competitiveness, highlighting the importance of multi-level governance to tackle the current challenges that Europe is facing.

Speaking at the Munich Security Conference 2025, European Council President António Costa highlighted that the EU will continue to support Ukraine as an integral part of its project for peace.

The Council imposed restrictive measures against 16 individuals and three entities responsible for Russia’s destabilising actions against the EU and its member states.

The Council adopted a 15th package of economic and individual restrictive designed to target the circumvention of EU sanctions through Putin’s shadow fleet and weaken Russia’s military and industrial complex.

The Council adopted an implementing decision authorising the second regular payment of grants and loans under the Ukraine Plan of the Ukraine Facility.
