The Council widened the scope of the EU framework for restrictive measures in view of Iran’s military support to Russia’s war of aggression against Ukraine and to armed groups and entities in the Middle-East and the Red Sea region, and adopted restrictive measures against one individuals and four entities responsible for the transfer of missiles and drones from Iran to Russia.

The Council prolonged the mandate of the EU Military Assistance Mission in support of Ukraine until 15 November 2026.

The Council today adopted a financial assistance package to Ukraine, including an exceptional macro-financial assistance (MFA) loan of up to €35 billion and a loan cooperation mechanism that will support Ukraine in repaying loans for up to €45 billion provided by the EU and G7 partners. 
Repayment will be supported by funds coming from extraordinary profits available to the EU stemming from the immobilisation of Russian sovereign assets.

Statement by the High Representative on behalf of the European Union on the alignment of certain third countries with Council Decision (CFSP) 2024/2643 of 8 October 2024 concerning restrictive measures in view of Russia’s destabilising activities.

European Council President Charles Michel held a press conference at the end of the meeting held on 17 October 2024. EU leaders adopted conclusions on Ukraine, Middle East, competitiveness, migration and foreign affairs. Ahead of this meeting, EU leaders and leaders from the Gulf region gathered in the first EU-Gulf Cooperation Council summit on 16 October 2024.

Statement by the High Representative on behalf of the European Union on the alignment of certain third countries with Council Decision (CFSP) 2024/2456 of 12 September 2024 amending Decision 2014/145/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine.

The Council today reached an agreement on a financial assistance package to Ukraine, including an exceptional macro-financial assistance (MFA) loan of up to €35 billion and a loan cooperation mechanism that will support Ukraine in repaying loans for up to €45 billion provided by the EU and G7 partners. Repayment will be ensured by funds coming from extraordinary revenues stemming from the immobilisation of Russian sovereign assets.

The Council established a new framework for restrictive measures in view of Russia’s destabilising activities.

The EU issued a statement strongly condemning the recent transfer of Iranian-made ballistic missiles to Russia.

The Council renewed the restrictive measures targeting those responsible for undermining or threatening the territorial integrity, sovereignty and independence of Ukraine for another six months, until 15 March 2025.
