European Council President, António Costa, European Commission President, Ursula von der Leyen, and President of Ukraine, Volodymyr Zelenskyy, addressed the press ahead of their meeting in Brussels on 18 June 2026.

The Council has adopted restrictive measures targeting Russia’s military-industrial complex, energy revenues,  propaganda efforts and human rights violations, amid Russia’s ongoing war of aggression against Ukraine and its continued hybrid activities.

European Council President António Costa invited leaders to the meeting of 18 and 19 June 2026 in Brussels, during which they will discuss Ukraine, Middle East, competitiveness, global economic challenges, the next Multiannual Financial Framework, defence and security, migration and illicit drugs. 

The European Union strongly condemns the grave incident of 29 May 2026 in which a Russian drone carrying explosives, that was part of an overnight attack against Ukraine, crashed into a residential building in Galați, Romania.

Statement by the High Representative on behalf of the European Union on the alignment of certain third countries with Council Decision (CFSP) 2026/1072 of 11 May 2026 amending Decision 2014/145/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine.

The Council appointed Cornelia Taylor as new head of mission for the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine).

The Council approved a payment of nearly €2.8billion to Kyiv under the EU's Ukraine Facility, after the successful completion of eleven of the twenty steps required for the seventh instalment under the Ukraine Plan. Ukraine also completed two outstanding steps required for the fifth instalment and two outstanding steps required for the sixth instalment of the Ukraine Plan.

The Council extended the framework for restrictive measures against those responsible for serious human rights violations and abuses in Russia and for the repression of civil society and democratic opposition in the country for a year, until 28 May 2027.

The G7 Finance Ministers and Central Bank Governors, met on 18 and 19 May 2026 in Paris, France. They were joined by the Heads of the International Monetary Fund (IMF), the World Bank Group (WBG), the 
Organisation for Economic Cooperation and Development (OECD), the Financial Stability Board (FSB), the International Energy Agency (IEA), the Asian Development Bank (ADB) as Chair of the Multilateral Development Banks’ Heads Group, and the African Development Bank (AfDB). They also held consultations with Finance Ministers and Central Bank Governors from Brazil, India, Kenya and South Korea.

The Council adopted restrictive measures against further 16 individuals and seven entities responsible for the systematic unlawful deportation and forcible transfer of Ukrainian children to the Russian Federation and within temporarily occupied territories.

Presidents Costa, von der Leyen and Zelenskyy issued a joint statement after their trilateral meeting in Agia Napa (Cyprus), before the informal meeting of the EU heads of state or government, on 23 April 2026.

The Council has adopted a 20th package of economic and individual restrictive measures designed to target vital sectors of the Russian economy such as energy, financial services, trade and crypto. This will further weaken the regime’s ability to wage its war of aggression against Ukraine.

The EU demonstrates its unwavering support for Ukraine by setting up a €90 billion loan to help finance urgent budgetary and defence needs in 2026 and 2027.

The Council adopted additional restrictive measures against two entities responsible for propaganda and disinformation.
