The Council adopted restrictive measures against an additional twelve individuals and two entities in view of Russia’s destabilising activities against the EU and its member states and partners.

The Council sanctioned additional 5 persons and 4 entities responsible for actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine.

The Council introduced an additional criterion for the listing of individuals, entities or bodies involved in or facilitating actions attributable to the Government of the Republic of Belarus, which undermine or threaten the stability, sovereignty or security in the EU, in light of the recent hybrid attacks against Lithuania and other EU member states. 

The Council has decided to temporarily prohibit transfers of immobilised Central Bank of Russia assets back to Russia.

The Council has adopted an implementing decision authorising the sixth regular payment from the Ukraine Facility under the Ukraine Plan.

European Council President António Costa invited leaders to the meeting of 18 and 19 December 2025 in Brussels, during which they will discuss Ukraine, Middle East, next Multiannual Financial Framework, EU enlargement, migration, and geoeconomy and competitiveness. 

On 9 December 2025, the President of the European Council, António Costa, will visit Ireland to meet with the Taoiseach, Micheál Martin.

On 8 January 2026, the President of the European Council, António Costa, together with the President of the European Commission, Ursula von der Leyen, will represent the EU at the first EU-Jordan summit taking place in Amman, Jordan.  

The Council and the European Parliament reached a provisional deal on the REPowerEU regulation to gradually phase out Russian gas imports, with the aim of ending any dependency on Russian gas and strengthening the EU's energy security.

Leaders met to discuss Ukraine in the margins of the G20 summit in Johannesburg, on 22 November 2025. 

The Council imposed restrictive measures on ten individuals responsible for serious violations or abuses of human rights and for the repression of civil society and democratic opposition in Russia.

President of the Eurogroup, Paschal Donohoe, is travelling to Germany on 14 November 2025.

The Council adopted an implementing decision authorising the fifth regular payment under the Ukraine Plan of the Ukraine Facility.

The Prime Minister Starmer and President Macron today co-chaired a virtual meeting of the Coalition of the Willing, attended by President Zelenskyy. Leaders were united in their support for Ukraine and desire for a just and lasting peace.

On 23 October, the European Council adopted conclusions on Ukraine, the Middle East, European defence and security, competitiveness and twin transition, housing, migration and the Republic of Moldova.

The Council adopted a 19th package of economic and individual restrictive measures designed to target vital sectors of the Russian economy such as energy and finance, further weakening the regime’s ability to wage its illegal, unprovoked and unjustified war of aggression against Ukraine.
