On 21 and 22 March, the European Council adopted conclusions on Ukraine, security and defence, the Middle East, enlargement and reforms, external relations, migration, agriculture, preparedness and crisis response and the European Semester.

The Council imposed restrictive measures against 33 persons and two entities linked to the death in a strict penal colony of the Russian opposition politician Alexei Navalny.

At the press conference held at the end of the first day of the European Council, President Charles Michel presented the conclusions agreed by the Leaders on Ukraine, Security and Defence, Middle East, Enlargement, Migration, European Semester and External Relations.

The Council agreed on a €5 billion Ukraine Assistance Fund under the European Peace Facility to support the Ukrainian Armed Forces through the provision of both lethal and non-lethal military equipment and training.

The EU issued a statement on Russian presidential elections and their non-applicability on Ukrainian territory.

The Council prolonged the restrictive measures targeting those responsible for undermining or threatening the territorial integrity, sovereignty and independence of Ukraine for another six months, until 15 September 2024.
