Alien's passports are issued to foreigners residing in the territory of the Czech Republic on the basis of a residence permit (or subject to temporary or subsidiary protection under a special legal act) who do not possess a valid travel document and who demonstrate that they are unable to obtain such a document despite their willingness to do so. Documents whose inside pages are marked with an official observation in the form of an ink stamp bearing the words "Úmluva z 28. září 1954/Convention of 28 September 1954" and in which the code "XXA" appears under the heading "Státní občanství/Nationality/Nationalité" on the identification page are issued to stateless persons as travel documents for stateless persons under the Convention relating to the Status of Stateless Persons of 28 September 1954.
