Statement by the High Representative on behalf of the European Union on the alignment of certain third countries with Council Decision (CFSP) 2026/1713 of 13 July 2026 amending Decision (CFSP) 2019/797 concerning restrictive measures against cyber-attacks threatening the Union or its Member States.

The Council imposed restrictive measures on nine individuals and four entities forming part of Russia's cyber ecosystem,  responsible for carrying out, enabling and facilitating malicious cyber activities against the EU, its member states and partners. 

The Council has launched the EU Partnership Mission in Armenia (EUPM Armenia) under the Common Security and Defence Policy (CSDP) to enhance the country’s resilience and its ability to address hybrid threats.

The EU issued a statement denouncing Russia’s malicious cyber ecosystem targeting the EU, its member states and international partners, and underscoring the EU’s determination to uphold accountability in cyberspace.

The Council has adopted a general approach on the proposal for European business wallets, emphasising interoperability, cybersecurity, and appropriate implementation timelines.

The Council prolonged restrictive measures against actors involved in cyber-attacks threatening the EU and its member states for a further twelve months, until 18 May 2027.

The Council agreed today to establish a civilian EU Partnership Mission in Armenia under the Common Security and Defence Policy. The mission aims to enhance Armenia’s resilience, notably in countering foreign information manipulation and interference, as well as in cybersecurity, and information integrity.

The Council adopted restrictive measures against three entities and two individuals responsible for cyber-attacks against EU member  states and EU partners.

The Council approved conclusions on strengthening the EU's capacity to respond to hybrid threats, calling for an EU coordinated and strategic approach.

The Council adopted a decision for the EU and its member states to sign the United Nations Convention against Cybercrime.

The European Union issued a statement restating its unwavering and unequivocal condemnation of the persistent malicious activities posed by Russia, as part of broader, coordinated, and long-standing hybrid campaigns aimed at threatening and undermining the security, resilience and democratic foundations of the EU, its member states and its partners.

Telecom ministers adopted today the EU blueprint for cyber crisis management, which gives guidance for the EU’s response to large-scale cybersecurity incidents or cyber crises.
