Library guides on defence and security

The EU and its member states are committed to ramp up Europe’s defence readiness and to boost their defence spending at a time of rapid geopolitical shifts and a radically changed security situation.

Europe is navigating an increasingly complex security environment.

Russia’s ongoing aggression against Ukraine, including use of hybrid tactics and disinformation, is adding to the pressure, while the conflict in the Middle East is further stretching European attention and resources.

Reliable information matters

In this environment, access to trustworthy information is crucial. Disinformation is intentionally used as part of hybrid warfare strategies, and information overload makes it difficult to tell apart credible sources and unreliable ones. To help understand this complex landscape, the Council Library has compiled a set of guides covering key themes in European security and defence.

What are Council Library guides?

Library guides are curated collections of trustworthy, authoritative resources on a given topic, compiled by expert librarians at the Council Library. Each guide includes books, research articles, Council and EU sources, and links to further reading, as well as videos and podcasts where available.

Europe faces a broad and evolving range of security challenges, and there are an equally wide range of responses. The selected library guides cover the following topics:

The Council Library reading room is open on Monday to Friday from 12.30 to 15.30. The Info Desk operates during office hours from Monday to Friday.

It is open to all staff of the Council of the European Union and the European Council, trainees, permanent representations of member states, staff of other EU institutions and bodies, and to researchers and students upon request. Access to some library holdings may be restricted to on-site consultation.
