The normative acts governing the issuing of ordinary identity cards by the competent authorities are as follows: Government Emergency Decree No 97/2005 on the registration, domicile, place of residence and identity documents of Romanian citizens, republished, as subsequently amended and supplemented; Government Decision No 295/2021 approving the methodological rules on the uniform application of the provisions of Government Emergency Decree No 97/2005 on the registration, domicile, place of residence and identity documents of Romanian citizens, and establishing the form and content of identity documents, proof of residence and property ownership documents.
The ordinary identity card is produced by the state-owned company "Imprimeria Națională S.A.", and is personalised by the Single Electronic Passport Personalisation Centre within the framework of a centralised system; the ordinary identity card is issued from the age of 14 years; it is not a biometric document (no chip); the ordinary identity card is an identity document.
