ECB Executive Board appointment

The European Central Bank Governing Council consists of: 

  • the ECB Executive Board
  • the Governors of euro area National Central Banks

The ECB Executive Board consists of: 

  • President Christine Lagarde (since 11/2019)
  • Vice-President Luis de Guindos (since 06/2018)
  • the other members of the ECB executive board: Philip Lane (since 06/2019), Piero Cipollone (since 11/2023), Frank Elderson (since 12/2020) and Isabel Schnabel (since 01/2020)

Members of the ECB executive board: 

  • are appointed for 8 years
  • not renewable
  • must be a national of a euro area member state
  • has recognized standing and professional experience in monetary or banking matters

The appointment of the ECB Executive Board is defined in Article 283 of the Treaty on the functioning of the EU:

  • Euro area member states propose candidates
  • the Eurogroup discusses the candidates
  • the Council agrees on a recommendation
  • the European Council consults the European Parliament and the ECB Governing Council 
  • the European Council appoints a member of the ECB Executive Board
