Main results

REPowerEU roadmap

Ministers exchanged views on the REPowerEU roadmap, published by the European Commission on 6 May 2025. The roadmap outlines nine key actions aimed at fully removing Russian energy - gas, oil, and nuclear from EU markets. It also announced at least five legislative proposals, which the Commission planned to adopt by the end of June 2025.

Most delegations welcomed the REPowerEU roadmap, and the objectives to ensure security of supply and phase out the dependency from Russia. Many delegations looked forward for the first forthcoming legislative proposals, expected for this week, and underlined the need for a swift and fast approval. Several member states called for a robust legal base to avoid legal litigation in particular for long-term contracts. However, member states underline the challenges that different member states must face due to their specific circumstances (i.e. landlocked, or isolated member states). Many underlined the need to boost investments in renewable energy sources, interconnections and in grid and storage infrastructures. For the phase out of nuclear fuels, some member states called for a progressive approach.

Strengthening the energy union through reinforcing energy security

Following the exchange of views on RepowerEU roadmap, the Polish presidency adopted presidency conclusions, with the support of 25 member states, on strengthening the Energy Union through reinforcing energy security. The presidency conclusions emphasise that the European Union is advancing a comprehensive transformation of its energy systems to ensure competitiveness, affordability, sustainability and security.

At the heart of this endeavour is the full realisation of the Energy Union, including reducing EU’s strategic dependencies in sensitive sectors, infrastructure investments and regulatory simplification. These actions aim to build a resilient, clean and interconnected energy market that safeguards consumers and strengthens Europe's strategic autonomy.

Other business

In the any other business section of the Council, ministers were informed of the following items:

• the Commission informed ministers on the assessment on the final updated National Energy and Climate Plans
• the Commission also informed ministers about the Nuclear Illustrative Programme (PINC)
• regarding the issue of unfair competition in the European biofuel sector (requested by the Austrian, Bulgarian, the Czech and Latvian delegations)
• call for including the protection and resilience of critical energy infrastructure among the key priorities shaping the next Multiannual Financial Framework (requested by the Estonian, Latvian and Lithuanian delegations)
• the Bulgarian, the Czech, Greek, Hungarian, Romanian, Slovakian and Slovenian delegations informed ministers about the challenges in implementing the Methane Regulation
• the Slovenian delegation debriefed ministers on the MED9 Ministerial Meeting of Energy and Environment ministers
• the work programme of the incoming presidency in the field of energy.
