Statement by the High Representative on behalf of the EU on the alignment of certain countries concerning restrictive measures against serious human rights violations and abuses

On 15 July 2025, the Council adopted Decision (CFSP) 2025/1397¹.

The Decision adds eight persons and one entity to the list of natural and legal persons, entities and bodies set out in the Annex to Decision (CFSP) 2020/1999, in light of transnational repression by Iranian state bodies targeting dissidents and human rights defenders across the world, including on Union territory.

Albania, Bosnia and Herzegovina, Iceland, Liechtenstein, Moldova (Republic of), Montenegro, North Macedonia, Norway, Serbia and Ukraine align themselves with this Council Decision.

They will ensure that their national policies conform to this Council Decision.

The European Union takes note of this commitment and welcomes it.
