The Council adopted a 21st package of economic and individual restrictive measures designed to target the sectors with the greatest impact on Russia’s economy and its ability to fuel its war of aggression against Ukraine. The package  includes the largest batch of individual listings of the last four years.

The Council is approving UK participation in the EU’s Ukraine support loan framework to help cover Ukraine’s urgent defence needs in the face of continued Russian aggression. 

The Council imposed restrictive measures on one individual and five entities, that are part of the Russian military-industrial complex, and are involved in drone manufacturing.

The temporary protection status granted to those fleeing Ukraine will be extended until 4 March 2028, delivering on the EU’s commitment to support Ukraine and its people for as long as it takes.

The Council sanctioned 15 Russian individuals and one entity responsible for serious human rights violations against Ukrainian prisoners of war and civilian detainees.

The EU and Ukraine issued a joint statement on civilian detainees and the humanitarian consequences of Russia’s war of aggression.

President of the European Council, António Costa, will travel to Ankara (Türkiye) on 7 and 8 July. On Tuesday, he will attend a leaders’ dinner ahead of the NATO summit. On Wednesday, together with President of the European Commission, Ursula von der Leyen, he will meet President of Türkiye, Recep Tayyip Erdoğan.

The Council renewed the EU restrictive measures in view of the Russian Federation’s continuing actions destabilising the situation in Ukraine for a further 12 months, until 31 July 2027, following EU leaders’ agreement at the European Council of 18-19 June 2026.
