During the press conference held after at the end of the European Council meeting of 15-16 October 2026, President António Costa presented the main results of the discussions on competitiveness and energy prices, trade, the next multiannual financial framework, Ukraine, and migration.

On 15 and 16 October, the European Council adopted conclusions on competitiveness, Ukraine, the Republic of Moldova, the next multiannual financial framework, the Middle East, European defence and security, migration, enlargement and reforms and other items.

Before the start of the second day of the European Council meeting of 15-16 October 2026, European Council President, António Costa, European Commission President, Ursula von der Leyen and President of Ukraine, Volodymyr Zelenskyy, addressed the press.

The Council has adopted restrictive measures against three individuals and nine entities involved in the import of sanctioned goods to Russia, and in the circumvention of sanctions related to oil and financial transactions.

The Council has adopted restrictive measures against 826 Russian companies and 743 individuals active in Russia’s military-industrial complex in single largest set of listings since the beginning of Russia’s war of aggression against Ukraine.

The Council has adopted restrictive measures against 77 individuals who were involved -as either candidates or members of the Central Election Commission of the Russian Federation- in the illegal so-called 'elections' for the Russian State Duma, held in September 2026 in the territories of Ukraine that Russia has temporarily and illegally occupied.

European Council President António Costa invited leaders to the meeting of 15 and 16 October 2026 in Brussels, during which they will discuss competitiveness, Ukraine, the next Multiannual Financial Framework, Middle East, defence and security, migration, and enlargement and reforms. 

The Council extended EU restrictive measures against those responsible for Russia’s destabilising activities against the EU and its member states and partners by one year, until 9 October 2027.

The Council imposed restrictive measures on ten Russian individuals responsible for suppressing freedom of expression, access to information, and freedom of association in Russia.

The Council has adopted restrictive measures against a further 10 individuals and 17 entities responsible for the systematic unlawful deportation and forcible transfer of Ukrainian children to the Russian Federation and within temporarily occupied territories.

The Council adopted additional restrictive measures against a Russian individual responsible for engaging in Russia’s continued hybrid activities, notably information manipulation and interference.

Council approves nearly €3 billion for Ukraine under the Ukraine Facility and welcomes Norway’s voluntary contribution of approximately € 92 million.
