Since 1 June 2009 consulates have issued certain categories of foreign national (spouses of French nationals coming under the "private and family life" heading, temporary workers with a contract of less than 12 months, students, visitors and salaried persons employed for less than 12 months) with long-stay visas valid for one year, exempting them from the obligation to apply for a residence permit.
After entering France, the foreign national must go to the regional OFII directorate which covers the place of residence, taking the passport containing the long-stay visa, proof of address in France, a medical certificate and a photograph, and must pay a fee.
The foreign national is only authorised to reside in France once he has completed these formalities, within three months of entry into France, as attested by the OFII's ink stamp.
