The normative acts governing the issuing of identity cards by the competent authorities are as follows: Government Emergency Decree No 97/2005 on the registration, domicile, place of residence and identity documents of Romanian citizens, republished, as subsequently amended and supplemented; Government Decision No 295/2021 approving the methodological rules on the uniform application of the provisions of Government Emergency Decree No 97/2005 on the registration, domicile, place of residence and identity documents of Romanian citizens, and establishing the form and content of identity documents, proof of residence and property ownership documents; Government Decree No 69/2002 on the legal regime applicable to electronic identity cards, as subsequently amended and supplemented.
The electronic identity card is produced by the state-owned company "Imprimeria Națională S.A.", and is personalised centrally by the Single Passport Personalisation Centre. The electronic identity card is issued as follows: for minors aged from 0 to 12 years, without fingerprints; from the age of 12 years, minors are issued with an electronic identity card with fingerprints. Information on the holder's domicile/residential address in Romania is stored in electronic format on the chip.
