EU support on migration in Libya

In total the EU has devoted € 700 million to support Libya since 2015 under various funding instruments, including the EU emergency trust fund (EUTF) for Africa.

EUTF funding distribution (€ 455 million):

  • community stabilisation: 35%
  • protection: 52%
  • border management: 13%

The EU assists migrants and refugees in Libya

The EUTF for Africa pays particular attention to protection and assistance to migrants and their host communities and to increasing their resilience.

  • 52 800 migrants voluntarily returned to their home countries
  • 355 000 people received non-food items and hygiene kits
  • 4 million people benefitted from improved access to basic services
  • 70 000 children received formal and informal education
  • 3 000 young entrepreneurs were assisted with job training programmes

COVID-19 support

EU-funded COVID-19 actions particularly focus on Libya's most vulnerable communities, including refugees, internally displaced persons, migrants and their host communities.

  • 78 300 COVID-19 diagnostic kits were provided to laboratories
  • 19 800 primary health care services and referrals
  • 363 staff were trained in infection prevention and control
