European Semester

The Council held a policy debate on the employment and social policy aspects of the 2016 European Semester exercise.

The debate was centred on implementation of the country-specific recommendations, having as a case study labour market segmentation and contractual arrangements.

Skills agenda

The Council held a policy debate on a new skills agenda which the Commission is expected to present to the Council in May.

Labour mobility package

The Commission informed the Council on the labour mobility package announced in its 2016 work programme.

Equality

The Council was unable to reach an agreement on conclusions on gender equality and on LGBTI equality.

27 countries have agreed today to take measures to protect LGBTI people. The Netherlands think it is very important to take measures to help the LGBTI people Lodewijk Asscher, Netherlands' vice Prime Minister and Minister for Social Affairs and Employment

Implementation of the youth guarantee

The Council endorsed key messages on the way forward for the youth guarantee post-2016.
