The Council adopted implementing decisions approving the amended recovery and resilience plans of Austria, Denmark, Lithuania and Sweden.

The modified national plans have a strong focus on the green transition and are ambitious in the digital sphere and social dimensions.

Denmark, Lithuania and Sweden have requested to transfer their share of the Brexit Adjustment Reserve (BAR) to the plans, in line with the REPowerEU regulation.

The Council adopted implementing decisions approving the amended recovery and resilience plans of Czechia, Spain, the Netherlands, Portugal and Slovenia that now include a REPowerEU chapter.

The countries have requested to transfer to the plans their share of the Brexit Adjustment Reserve (BAR), in line with the REPowerEU regulation.

The Council adopted implementing decisions approving the amended recovery and resilience plans of Ireland, France, Malta and Slovakia.

The French, Maltese and Slovak plans now include a new REPowerEU chapter, which will help to accelerate the countries’ transition towards clean energy, diversified energy supplies and improved energy efficiency.

Ireland’s plan was updated to request the adaption of timelines for certain measures. Ireland has not requested the addition of a REPowerEU chapter, so its grant allocation remains unchanged.

The Council adopted an amending implementing decision for the Estonian recovery and resilience plan (RRP).

This decision makes Estonia the first EU country with a REPowerEU chapter in its national RRP. The chapter will contribute to accelerating the country’s transition towards clean energy, energy supply diversification and increased energy efficiency.

On 9 March 2023, Estonia submitted its modified national RRP – which includes a REPowerEU chapter amounting to €83.4 million in grants – to the European Commission. The plan also takes into account the updated maximum financial contribution and includes a reasoned request to the Commission to amend the Council implementing decision of October 2021 considering the RRP to be partially no longer achievable due to objective circumstances such as high inflation, increases in cost since 2021 and supply chain disruptions. Estonia also requested to transfer €6.6 million from the Brexit adjustment reserve, making the modified plan worth €953 million.
