The Irish presidency has put a revised MFF negotiating box on the table, which is designed to act as a catalyst and move EU budget negotiations toward a timely agreement. I welcomed the opportunity today to engage with fellow EU ministers on the Irish presidency revised MFF negotiating box. Today’s meeting builds on my extensive engagement with colleagues, in advance of putting forward an MFF proposal that reflects the priorities and concerns of all member states.

On the simplification agenda, I updated EU ministers on progress made since our last meeting, particularly securing agreements on the Council mandate for Omnibus X on food and food safety and for the core part of Omnibus VIII on the environment. I also reported more broadly on the progress we are making to deliver the ‘One Europe, One Market’ Roadmap, which is central to boosting EU competitiveness.

Multiannual Financial Framework (MFF)

The Council held a policy debate on the MFF 2028-2034.

Following intensive discussions and bilateral outreach to member states, the Irish presidency presented a revised ‘negotiating box’ on 10 October 2026. This document, prepared under the responsibility of the presidency, identifies the most important elements for political consideration by EU leaders, including draft figures for the various headings and programmes.

During the debate, ministers exchanged views on the revised ‘negotiating box’, which will feed in discussions at the leaders’ level at the European Council of 15-16 October.

October European Council

The Council continued preparations for the European Council meeting of October 2026 by discussing draft conclusions. EU leaders are expected to discuss:

  • the new MFF 2028-2034
  • Russia’s war of aggression against Ukraine
  • latest developments in the Middle East
  • enlargement and reforms
  • European defence and security
  • competitiveness, and
  • migration

Ministers also exchanged views on the state of play of the implementation of the joint declaration on the EU legislative priorities for 2026 and the ‘One Europe, One Market’ Roadmap based on the second progress review (October 2026).

Article 7 procedure concerning Hungary

Ministers received an update on the rule of law situation in Hungary as part of the Article 7 procedure triggered by the European Parliament’s reasoned proposal of September 2018. The Hungarian delegation provided an update on the plans and concrete steps to address the concerns raised in the reasoned proposal and in the subsequent interim reports by the European Parliament but also concerns raised by member states during numerous hearings held in previous General Affairs Council meetings. The Commission also shared with ministers its update on the rule of law situation in the country.

European Democracy Shield

The Council approved conclusions on inclusive democratic participation, and societal and community resilience.

Ministers also held an informal breakfast with candidate and potential candidate countries to mark their association to the European Centre for Democratic Resilience.

Other points

The Austrian delegation informed the Council about EU enlargement and the Western Balkans following a high-level ministerial meeting with Western Balkans partners held in Vienna on 29 September 2026.

Over an informal lunch, ministers discussed the Commission’s communication titled ‘Preparing for a wider Union’, which was published on 6 October 2026.
