Main results

The EU and the six Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama met in Brussels on 14 July 2025 for the first ever EU-Central America Association Council in the framework of the Association Agreement between Central America and the EU that entered into force on 1 May 2024.

The meeting was chaired by the High Representative for Foreign Affairs and Security Policy, Kaja Kallas and by the Minister of Foreign Affairs of Denmark, which is holding the rotating Presidency of the EU Council, Lars Løkke Rasmussen, with the participation of the Minister of Foreign Affairs and Worship of Costa Rica, Arnoldo André Tinoco, the Minister of Foreign Affairs of El Salvador, Alexandra Hill Tinoco, the Minister of Foreign Affairs of Guatemala, Carlos Ramiro Martínez Alvarado, the Vice-Minister of Foreign Affairs and International Cooperation of the Republic of Honduras, Gerardo Torres Zelaya, the Vice-Minister of Development, Industry and Trade of Nicaragua, Erwin Ramírez Colindres, and the Minister of Foreign Affairs of Panama, Javier Eduardo Martínez-Acha Vásquez.

The meeting started with a discussion on bi-regional relations, on-going crises, with a view on seeking common ground towards joint multilateral efforts.

The Association Council discussed global challenges of mutual relevance such as migration, security and illicit trafficking, environment and climate change, and the governance of Artificial Intelligence. An exchange on regional cooperation, the investment and trade agenda completed the programme.
