Network charges

Energy ministers will discuss a proposal for a regulation on future-proofing electricity bills in the EU, through reducing system costs and fostering electrification and digitalisation. The proposal was presented by the Commission on 17 July 2026 as a targeted measure to bring down electricity prices.

The proposed regulation focuses on improving grid tariff structures to make grid usage more transparent, innovative and cost-effective. It aims to support the deployment of smart grids and smart meters and includes taxation measures to promote electrification.

Energy security: winter 2026/2027 and long term

Ministers will examine the EU's energy security outlook for the coming winter season (2026‑2027) and beyond. The discussion will address short‑term supply and price pressures driven by Russia's war of aggression against Ukraine and the Middle East conflict, as well as longer‑term challenges, particularly the impact of climate change.

Post-2030 framework: energy targets

Energy ministers will discuss potential targets for energy efficiency, resilience, interconnection and electrification to be embedded in the post-2030 framework, in order to align with the EU's 2040 climate target and 2050 climate neutrality objective.
