Main results

The Council adopted a general approach on a proposed regulation on safeguarding competition in air transport. The proposal aims to ensure fair competition between EU airlines and third-country carriers while maintaining conditions conducive to a high level of connectivity.

Air transport is a major driving force of the EU economy, enabling advanced technological innovations, more jobs and better connectivity for citizens, both inside the Union and with the rest of the world. Once adopted, this instrument will provide the European aviation sector with a tool similar to those existing at international level in other areas of commercial activity. The Council adopted a general approach on a draft directive on port reception facilities which aims to prevent dumping of waste into the sea.

The Council also agreed a general approach on updated rules on electronic road tolling and exchange of information.

Ministers discussed key proposals relating to the road transport sector, aimed at ensuring adequate social conditions for drivers as well as a fair and well-functioning single market. These proposals include rules on hauliers' driving and rest times, positioning by means of tachographs, the posting of drivers who operate in other member states, cabotage and establishment rules for road transport operators.

In addition, ministers assessed progress on proposals to promote combined transport and clean road transport vehicles. They also took stock of progress on a proposal to update rail passenger rights.
