Einamieji reikalai
Pirmiausia Ministrai bus informuoti apie aktualius klausimus, įskaitant Aleksejaus Navalno sulaikymą ir transatlantinius santykius atsižvelgiant į sausio 20 d. įvykusią Joe Bideno inauguraciją 46-uoju JAV prezidentu.
Tada ministrai aptars ES strategiją dėl dalijimosi COVID-19 skiepais su mūsų pasauliniais partneriais. Jie taip pat apžvelgs migracijos padėtį Bosnijoje ir Hercegovinoje ir pastarojo meto įvykius, susijusius su Turkija, Egiptu, Somalio pusiasaliu, Persijos įlankos regionu, Honkongu ir Venesuela.
Climate and Energy diplomacy
The Council exchanged views on climate and energy diplomacy, with a focus on promoting the external dimension of the European Green Deal.
Africa represents today only 2% of the global emissions, due to the low level of energy consumption per capita. This consumption will have to increase. If we want Africans - who are growing in numbers - to have the same level of quality of life, they will have to increase their energy consumption and, at the same time, not increase the CO2 emissions. This will require a gigantic effort and we will have to be standing together with our African partners. Climate will be a key part of our African partnership.

Numatoma, kad Japonijos užsienio reikalų ministras Toshimitsu Motegi vaizdo ryšiu prisijungs prie posėdžio, kad pasikeistų nuomonėmis dėl dviejų klausimų: Indijos ir Ramiojo vandenyno regiono vizijos Japonijos akimis ir regioninio saugumo Azijoje.
Po to ministrai pasikeis nuomonėmis dėl diplomatijos klimato ir energetikos srityse, daugiausia dėmesio skirdami Europos žaliojo kurso išorės aspekto propagavimui. Taip pat tikimasi, kad Taryba priims išvadas šiuo klausimu.
Ministers were then informed about the EU strategy for sharing COVID-19 vaccines with EU's partners.
I am strongly convinced that a fair vaccine distribution around the world is part of the solution, not only for reasons of global solidarity but also for our own health security. We will not be safe, until everyone will be safe.

The Council also touched on relations with the United States, and the work the EU intends to undergo with the new US administration on key global issues – from climate change to Iran and the JCPOA to cooperation in multilateral fora.
Ministers then discussed all aspects of the relations with Turkey as identified in the December Council Conclusions, including sanctions, and reaffirmed the importance of engaging with Turkey in order to advance in and consolidate paths of dialogue and cooperation.
The case of Giulio Regeni was also raised. The High Representative stressed that this was a serious matter for the entire EU, and continued to call on Egypt to fully cooperate with the Italian authorities, for accountability and for justice to be served.
The Council briefly discussed the situation of migrants in Bosnia and Herzegovina, and the situation in the Horn of Africa and the Tigray region.
Other business
The Council adopted conclusions on Venezuela and the pilot case for the Coordinated Maritime Presences concept in the Gulf of Guinea.
During an informal lunch, ministers discussed EU-UK cooperation in matters of common foreign, security and defence policy. The High Representative stressed that the EU stands ready to engage with the UK on major global issues – be it climate change or by working together on the global response to the coronavirus pandemic.
