2020 Fishing opportunities in the Baltic Sea
The Council agreed on 2020 total allowable catches (TACs) and member states' quotas for the ten most commercially important fish stocks in the Baltic Sea.
In line with the latest scientific advice highlighting poor conditions in the Baltic Sea, the Council decided to decrease fishing opportunities for the majority of fish stocks. TACs were moderately increased only for herring in the Gulf of Riga and were maintained for salmon in the Gulf of Finland.
Cuts were particularly significant for cod, with a 60% decrease in the Western part of the Baltic Sea, and the permission to have by-catches only in the Eastern part.
Some courageous decisions had to be taken to preserve the health of the Baltic Sea fish stocks and the longer term sustainability of fisheries in the area. Today's agreement not only allows for stock recovery, but also helps mitigate the socio-economic effects on EU fishermen.

The Council also agreed to supplement the existing partial general approach on the proposal for the next European Maritime and Fisheries Fund (EMFF) post-2020.
The agreement completed the Council position by adding those elements that were not covered in the partial general approach agreed by the Council in June 2019, notably elements related to monitoring and evaluation of the fund and the alignment with the Common Provisions Regulation.
Ministers also exchanged views on the position to be taken by the EU at the annualconsultations with Norway in the framework of their bilateral fisheries agreement, and at the annual meeting of the International Commission for the Conservation of Atlantic Tunas (ICCAT), scheduled for 18-25 November 2019 in Palma de Mallorca, Spain.

Post 2020 CAP reform package
In public session the Council discussed a progress report on the work carried out in the Council's preparatory bodies on the Commission proposals for a reform of the Common agricultural policy (CAP) post-2020.
Ministers focused in particular on those elements that they considered to be crucial in the reform package, and considered that the new delivery model and the "green architecture" were the main elements requiring further debate.
The Council was also informed about a joint statement by various member states on the CAP budget.
De Raad zal op 14 oktober de vangstmogelijkheden voor 2020, bosbouw en de hervorming van het gemeenschappelijk landbouwbeleid bespreken. Het Europees Fonds voor maritieme zaken en visserij staat op de agenda van 15 oktober, net als andere visserijgerelateerde kwesties.
Oostzee: vangstmogelijkheden voor 2020
De Raad zal debatteren over de vangstmogelijkheden voor de Oostzee voor 2020. Doel is overeenstemming te bereiken over de totaal toegestane vangsten (TAC's) en quota voor de 10 in commercieel opzicht belangrijkste visbestanden in die zee.
The Council had an exchange of views on the Commission communication on stepping up EU action to protect and restore the world's forests, focusing in particular on what they considered to be priorities for action. Ministers also had the opportunity to brainstorm about the future EU Forest Strategy post 2020, and were informed about a joint statement by various member states on sustainable forestry.
Deforestation is proceeding at an alarming rate and urgent action is needed to stop it. Forestry is therefore a top priority for Finland's presidency and we are working to highlight, also through the adoption of Council conclusions, the need for afforestation, sound and sustainable management, and protection and restoration of forests.

Europees Fonds voor maritieme zaken en visserij na 2020
Verwacht wordt dat de Raad overeenstemming zal bereiken over een aanvulling op de partiële algemene oriëntatie inzake het Europees Fonds voor maritieme zaken en visserij na 2020.
De Raad zal ook van gedachten wisselen over het standpunt dat de EU moet innemen tijdens:
het jaarlijkse overleg tussen de EU en Noorwegen in het kader van hun bilaterale visserijovereenkomst
de jaarlijkse zitting van de Internationale Commissie voor de instandhouding van Atlantische tonijnen (Iccat), die van 18 tot 25 november in Palma de Mallorca (Spanje) plaatsvindt
