Liquefied natural gas infrastructure in the EU

Importing liquefied natural gas (LNG) is a way to diversify the suppliers and routes the EU is using to obtain natural gas. It has become especially important since Russia invaded Ukraine and the EU decided to reduce dependence on Russian gas imports.

The EU is the world's biggest importer of LNG. In 2024, the EU imported over 100 billion cubic meters (bcm) of LNG. The largest LNG importers in the EU are France, Spain, the Netherlands, Italy and Belgium. Part of those LNG imports are re-exported to other countries.

Russia’s invasion of Ukraine and the weaponisation of gas supplies has pushed EU member states to further develop their LNG infrastructure. A number of planned investments are treated as EU projects of common interest, which benefit from streamlined procedures and, in some cases, co-financing through the Connecting Europe Facility.

Thanks to these investments, the EU’s LNG import capacity grew by 70 bcm in 2023-2024, and an additional 60 bcm is expected to become available between 2025-2030.

The map shows LNG terminals in the EU member states that are currently operational, due for further expansion, under construction or at the planning stage.

Spain, France, Italy, Portugal, Belgium, the Netherlands, Croatia, Poland, Greece, Finland and Lithuania all have operational LNG terminals.

There are over a dozen planned LNG terminals across the EU and a few are currently under construction.
