Transport, Telecommunications and Energy Council (Transport), 4 December 2025
Main results
By securing general approaches today on both the file on weights and dimensions and the roadworthiness package, we have been able to set an important step forward in moving towards a more competitive, innovative, sustainable and safer EU transport network.
Thomas Danielsen, Danish Minister for Transport
Weights and dimensions
The Council adopted its position on the proposed amendment of the directive laying down maximum authorised dimensions and weights for certain road vehicles.
While aiming to strengthen the free and efficient movement of goods through the EU and the enforcement of new and existing rules, the proposed amendment also includes incentives for the road transport sector to invest in zero-emission technologies. This would particularly allow compensation for the added weight because of these technologies.
In the Council’s position, changes have been made to support the transition to zero-emission vehicles (ZEVs) while addressing concerns regarding the extra weight these vehicles might impose on road infrastructure.
The Council adopted its position on the proposed update of the roadworthiness package, putting forward a comprehensive overhaul of the EU’s road safety and vehicle registration rules.
The package consists of two proposals focusing on the update of three directives: one on the periodic roadworthiness testing for motor vehicles, one on roadside inspections of commercial vehicles and one on registration documents for vehicles .
In the Council’s position changes have been made to reflect concerns regarding additional costs for vehicle owners as well as taking into account that new test methods for nitrogen oxides (NOx) are not yet fully developed or not widely deployed.
Over lunch, ministers had an exchange on the issue of simplification and the possible areas of action in the field of transport, entitled: ‘Keeping simplification on track: how to simplify EU transport legislation” including a presentation from the Commission on the annual progress report on simplification, implementation and enforcement.
