Chips act 2.0 – policy debate

Ministers will hold a policy debate on the regulation on a European chips act 2.0, which was presented by the European Commission on 3 June 2026, and aims to strengthen Europe's semiconductor industry, reduce foreign dependencies, and boost local demand for chips.

Review of the merger control guidelines – policy debate 

The Commission's executive vice-president responsible for competition policy, Teresa Ribera, will inform ministers about the state of play of the review of the merger control guidelines. The review of the merger control guidelines is currently in its final phase. After the presentation, ministers will hold an exchange of views on the issue.

Embedding economic security in EU competitiveness policy – lunch debate

During lunch, ministers will hold an informal debate on the issue of “embedding economic security in EU competitiveness policy.

Under any other business, ministers will be informed about eight issues:

• Current legislative proposals – information from the presidency (public session)

The Irish presidency will inform ministers about the state of play of the following legislative proposals:

- industrial accelerator act

- regulation on the 28th regime for company law (EU Inc.)

- regulation establishing the European competitiveness fund

• Raw materials projects – information from the Commission

The Commission will inform ministers about the state of play of different critical raw materials projects.

• Meeting of the ministerial alliance for energy intensive industries – information from the German delegation

The German delegation will brief ministers about the meeting of the ministerial alliance for energy intensive industries that took place in the margins of the COMPET council.

• EU critical chemicals alliance – information from the French and Dutch delegations

The French and Dutch delegations will call for a swift implementation of the key recommendations issued by the EU critical chemicals alliance.
