"KARTA POLAKA" (Pole's Card) can be issued to a person who does NOT have either Polish citizenship or a prior residence permit, but who declares an affiliation to the Polish nation. Privileges include exemption from fees for a long-term visa, the right to work in Poland without a work permit, set up a company, receive a public education for free, benefit from public health services in emergency cases and lodge an application for financial support from the Polish government.
