On 1 July 2015, Germany introduced a new law amending the Law on identity cards and the Law on passports. One of the aims of the new provisions is to prevent the unauthorised travel of so-called foreign fighters out of Germany by revoking not only the passports but also the identity cards of such citizens. Instead, and in order to enable such individuals to continue to identify themselves, they are provided with a 'Substitute Identity Card' which does not permit the holder to leave Germany.
