Agenda highlights
The next Foreign Affairs Council will take place in Brussels and will be chaired by the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas.
Russia’s war of aggression against Ukraine
EU foreign affairs ministers will discuss Russia’s war of aggression against Ukraine, after an informal exchange of views in the presence of the Minister of Foreign Affairs of Ukraine, Andrii Sybiha.

Situation in the Middle East
The Council will also discuss the situation in the Middle East in light of the latest developments in Iran, notably the memorandum of understanding between the United States and Iran aimed at ending the hostilities. Ministers will further exchange views on Gaza and the West Bank, including on options for further trade-related measures, as well as on the critical situation in Lebanon.

Black Sea
One year following the launch of the Black Sea strategic approach, the Council will review its implementation and discuss proposals for the way forward.

EU-UN relations
Under current affairs, the Council will exchange views on EU-UN relations, in view of the UN General Assembly high-level week (22-28 September 2026).
In the margins of the meeting
Before the beginning of the Council, EU ministers will be invited to an informal breakfast on civilian detainees of Ukraine.
The EU-Gulf Cooperation Council (GCC) High-Level Forum on regional security and cooperation will take place during the lunch break.
