End-of-life vehicles

The Council has adopted its position on the end-of-life vehicles (ELV) regulation, which sets requirements to ensure that new vehicles are designed in a way that supports their re-use, recycling and recovery. The regulation in particular introduces a mandatory target for recycled plastics and opens the possibility to set future targets for recycled steel, aluminium, and critical raw materials.

The end-of-life vehicle regulation is a game-changer for Europe. It cuts waste, curbs our reliance on critical raw materials from abroad, and drives our car industry into the heart of the circular economy. With the Council's position, this legislation will not only boost the competitiveness of our car and recycling industries but also slash red tape to a minimum.

EU at COP30 - stocktake and road ahead

Environmental ministers exchanged views on preparations for the 30th Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change (UNFCCC), which will be held in Belém, Brazil, in November 2025.

This year COP’s focus will shift to climate mitigation and updated commitments, specifically the nationally determined contributions (NDCs) for 2035, which parties are required to communicate every five years under the Paris Agreement. The deadline for NDC submissions is September 2025. The UNFCCC is expected to release a synthesis report on global emission reduction goals based on these NDCs, ahead of the COP30 meeting in Belém.

Most of ministers agreed that Europe needs to keep its climate leadership leading by example. Therefore, it is necessary to agree rapidly on an NDC which is ambitious, realistic, science-based, and in line both with the Paris agreement 1,5º target, and with the EU’s 2050 climate neutrality aspiration. Many delegations insisted in the coherence between the NDC objectives and the 2040 target of the forthcoming climate law.

However, several ministers warned that NDC objectives should not hinder the competitiveness of the European industry. Other delegations recalled the importance of fighting carbon leakage (with instruments like the Carbon Border Adjustment mechanism – CBAM) and giving companies long-term certainty to make the necessary investments and to benefit from the opportunities of the green transition. Many ministers insisted that NDCs must take into consideration the social consequences of the climatic transition, in particular for vulnerable citizens and for most affected sectors like agriculture or small and medium enterprises.

Debrief of the Geneva conference of the Basel, Rotterdam and Stockholm conventions

The presidency and the Commission informed about the triple Conference of the Parties (COP) to the Basel, Rotterdam, and Stockholm conventions held in Geneva, Switzerland from 28 April to 9 May 2025.

Support for recyclers

The Commission made a presentation on the need to support recyclers in the current economic context. The EU is focused on strengthening recycling as part of its strategy to transition to a circular economy.

Water resilience strategy

The Commission presented the water resilience strategy published on 4 June 2025, which aims to tackle water scarcity, promote water efficiency and strengthen the EU's water sector.

2025 UN Ocean Conference

The French delegation debriefed ministers about the outcomes of the 2025 UN Ocean Conference, that took place in Nice (France) from 9 to 13 June 2025.

Ban on lead in ammunition and fishing tackle

The Czech, Lithuanian and Slovak delegations informed ministers about the proposed ban on lead in ammunition and fishing tackle under the regulation on the registration, evaluation, authorisation and restriction of chemicals (REACH Regulation).

European Scientific Advisory Board on Climate Change 

The presidency informed ministers about the call for expressions of interest to the European scientific advisory board on climate change for the 2026–2030 term, launched by the European Environment Agency on 1 June 2025.

National Energy and Climate Plans

The Commission debriefed the assessment of the final national energy and climate plans. The NECPs detail national measures to meet the EU’s 2030 climate and energy goals. First developed in 2020, they have since been updated to align with the European Green Deal, the Fit for 55 legislative package and the REPowerEU plan.

MED9 meeting of Energy and Environment Ministers

The Slovenian delegation will inform ministers about the report on the MED9 ministerial meeting of energy and environment ministers, that took place on 1 and 2 June, as part of Slovenia’s Presidency of the MED9 group.

High-voltage switchgear

The French delegation informed ministers about the launch of a preparatory study for a delegated act on switchgears related to the new F-gas regulation, which is expected to be issued soon by the European Commission.

Danish presidency

The Danish delegation presented its environmental programme as the incoming presidency.

Lunch debate

Over lunch, ministers held an informal discussion Over lunch, ministers held an informal discussion on environment aspects and state of play of sectorial strategic dialogues with industry.

The Council also adopted without discussion the items on the lists of non-legislative A items.
