Russian war of aggression against Ukraine

The Foreign Affairs Council discussed the Russian aggression against Ukraine, after a VTC intervention by Ukraine's Minister of Foreign Affairs Andrii Sybiha, who updated his EU counterparts on the latest developments on the ground, and the most pressing Ukrainian needs.

In the ensuing discussion, the Foreign Affairs Council discussed further EU support to Ukraine in the light of Russia’s continued escalation of the war, and the possible EU response to support to Russia from third countries.

Each step that is left without reaction encourages Russia to escalate further. No reaction, more escalation. They started by weaponizing food, by weaponizing energy using the winter as a weapon. Then they resort to Iranian drones and missiles, and military supplies from North Korea. And now even with North Korean soldiers on the borders of Ukraine.

[…] It is the time for Europe to step up. It's time for Europe to take its strategic responsibilities in front of Ukraine. […] History will ultimately judge us on what we did when we had to face difficult times.

Sanctions circumvention, and further restrictive measures against Russia were also touched on by ministers.

The Council decided to broaden the scope of the EU framework for restrictive measures in view of Iran’s military support of Russia’s war of aggression against Ukraine, by prohibiting the export, transfer, supply or sale from the EU to Iran of components used for missiles in addition to the existing prohibition on drones components. The Council also adopted restrictive measures against one individual and four entities.

Situation in the Middle East

The Foreign Affairs Council discussed the most recent developments in the Middle East, including in Gaza and Lebanon, as well as the broader regional situation.

The High Representative updated the Council on a legal assessment of Israel’s respect of human rights and international law, and against this background foreign affairs ministers discussed the proposal of the High Representative to suspend the political dialogue between the EU and Israel under the Association agreement.

The Council also addressed the issue of EU support to UNRWA, which was considered to be irreplaceable, and exchanged on the issue of restrictive measures against Hamas and its supporters, and violent extremist settlers in the West Bank.

Lastly, the Council discussed about the need to remain engaged in efforts to revive the peace process. In this context, ministers touched on the Global Alliance for the Implementation of the Two-State Solution that was launched at the last UN General Assembly and will convene for a follow-up meeting in Brussels on 28 November, and the dinner held on the eve of the Council with former Israeli Prime Minister Olmert and the former Palestinian foreign minister, Al-Kidwa.

There is such a lack of empathy for the sufferance of the other, that it's important that we make people understand that peace will come one day, and peace has to be prepared and pursued.

We did that in Barcelona. We did that in Brussels. We will do it again. Every time an opportunity comes, let's talk about peace.

EU-US relations

During a working lunch EU ministers addressed the broad picture of EU-US relations, with a focus on Ukraine and the Middle East, as well as the specific implications of the elections.

Trump represents an opportunity for the Europeans. Not only to wake up -we already woke up five years ago- but to use our capacity and our system of working in order to make a clear voice on the world stage. We have to invest more in security and defence.

Georgia

The Foreign Affairs Council exchanged views on the recent developments in Georgia following the parliamentary elections of 26 October, and focused on the democratic backsliding in the country and its consequences for Georgia’s European path.

We all want the same thing for Georgia: to get back to the European path. And this will require efforts. We will send a mission to Georgia. We will discuss the irregularities and the election will have to be investigated. The government has to produce decisive changes through concrete actions. Georgia cannot move forward in its relationship with the European Union without strong changes.
To the Georgian people, I want to repeat what I said last year during my visit: the EU will never abandon you and your fight for EU values. We will continue to stand by your side in your overwhelming choice in favour of democracy and of a European future.

Horn of Africa

The Foreign Affairs Council held a discussion on the Horn of Africa, focusing on Somalia and possible EU support to the future African Union Support and Stabilization Mission in Somalia (AUSSOM), as well as Sudan, where the situation is more desperate than ever and hundreds of thousands of people have been killed, and millions displaced. Ministers agreed to call for an immediate cessation of hostilities.
